4. It is an undoubted circumstance that from the 6th April 1884 to the 30 June 1885, Mr. Creagh did not discharge the duties of Deputy Superintendent of Police. This arose from the fact that the Government required his services in other ways until the time came when he was entitled to and was allowed leave of absence. But during this period the office of Deputy Superintendent was filled at various times by Messrs. McEwen, Wodehouse, and Fraser.
